Preparedness and response activities should be conducted in a participatory, community-based way that is informed and continually optimized according to community feedback to detect and respond to concerns, rumors, and misinformation. Changes in preparedness and response interventions should be announced and explained ahead of time, and be developed based on community perspectives. Responsive, empathic, transparent, and consistent messaging in local languages through trusted channels of communication, using community-based networks and key influencers, and building the capacity of local entities, was essential to establishing authority and trust.

Community engagement is a multifaceted approach combining both art and science to foster relationships and drive collective actions for the common good. It encompasses various levels of participation, often categorized as inform, consult, involve, collaborate, and empower.
