This resource is designed to be used by the community stakeholders and organisations leading the implementation of a CLM programme. It breaks down the process of indicator and survey design into six major steps. If you are part of a brand new CLM programme, you may find it helpful to start this guide at Step 1 and follow the steps through to the end.

CLM is a dynamic and responsive process. Hence, if you are part of a programme that is already gathering CLM data, this guide will serve as a valuable resource for you to check on how your advocacy goals have changed over time (Step 3), or make sure your questions are gathering high-quality data (Step 5), or maybe you have added some questions and need to pilot them (Step 6).
