Integrated CLM PPPR Indicators and Tools
ACHIEVE serves as the country implementer for the Community Engagement and Pandemic Preparedness and Response (COPPER) Project, an 18-month initiative supported by ACT! AP, APCASO, and the Global Fund. The project aims to empower communities and civil society organizations (CSOs) to actively participate in pandemic prevention, preparedness, and response (PPPR) and ensure national policies incorporate principles of health equity, human rights, and gender equality.
Under the project, ACHIEVE has established the COPPER Coalition Philippines, a group of 25 CSOs working on issues like HIV, TB, and other community-level concerns. The coalition's goals include building capacity on PPPR concepts, facilitating engagement in national dialogues, and advocating for social protection for communities most affected by pandemics.
The COVID-19 pandemic highlighted major gaps in the Philippines' health system, reversing progress on diseases like TB and HIV and underscoring the need for resilient health systems. With increasing risks from zoonotic spillovers, antimicrobial resistance, and climate change, the project emphasizes the importance of ensuring the Availability, Accessibility, Acceptability, and Quality (AAAQ) of health infrastructure.
As ACHIEVE also implements Community-Led Monitoring (CLM) for TB and HIV, it's strategically positioned to help the COPPER Coalition integrate its priorities into existing CLM platforms. A Technical Assistance forum to present initial findings from the CLM using new PPPR indicators, strengthening the coalition's advocacy agenda, and its involvement in CLM initiatives. This forum is part of the project’s effort to influence national PPPR policies through inclusive, multi- stakeholder dialogue and collective action.
Through a stakeholders forum, this will serve as a platform to present and reflect on the initial PPPR indicators and tool. This activity is designed to reinforce the coalition’s advocacy agenda and deepen its involvement in CLM-related initiatives. The rationale for this TA is grounded in the COPPER CE Project's Activity 4 (Influencing National PPPR), specifically Activity 4.1: Conduct meetings to develop a multi-stakeholder agenda, emphasizing inclusive dialogue and collective action for a resilient health system.
